Margibi drags MDMC to court

Authorities in Margibi County have taken a local road construction firm Modern Development Management Corporation or MDMC, to court for alleged failure to complete rehabilitation of streets in Kakata City, the county’s capital.


The more than one million United States Dollars (US$1,000,000) project was awarded to MDMC in 2013, according to Margibi County Information Officer, Darius K. Weamie’s facebook post on Wednesday, April 6, 2017.

Mr. Weamie said the county through Superintendent John ZubahBuway has always engaged the company to complete the project, but to no avail, so he (John Buway) is left with no alternative but to take the company to court to explain why it does not want to complete the project.

In early 2013, the Margibi County Administration and the MDMC signed a contract to rehabilitate all streets in Kakata, commencing from February to October the same year, but it is over three years and the eight-month project is yet to be completed.

Under the contract, the company is to rehabilitate various streets in Kakata City, including mechanical clearing before compacting and putting lateral. The Margibi spokesman disclosed that the county initially paid about 85 percent of the project cost to the company.

The final phase of the work is expected to involve use of lateral to connect the route that leads from the Kakata Police Station to the C. H. Rennie Hospital, New 14 Road to Kakata main street, Barcolleh Clinic to Bassa Community, St. Augustine through Mandingo Quarter Old Road, Methodist Hill through the market to Kakpeh Town along the Bong Mines Road, and many other places in Kakata.

The beginning of the project saw private structures and other properties destroyed on grounds that they were in alleyways of the city. At one moment, the rehabilitation came to a complete standstill, generating concerns among citizens and residents, who were informed by the MDMC that it could not continue the project because the county allegedly failed to make available payments as per the agreement.

The company however did touch certain areas in Kakata during all the phases of the work, but argued that such areas were outside of the contract. Superintendent Buway confirmed that the county was not by then ably receiving money from the central government due to top national priorities, so it could not pay the company as per the agreement.

At a particular time when the road work was ongoing, Margibi County District #4 Representative Ben A. Fofana threatened to take the county administration to court for the manner in which the project was being executed. The lawmaker did not however go to court as the matter was reportedly resolved.

Rep. Fofana initially boycotted grounds breaking ceremony for the project, saying he did not want to form part of what he termed as missteps by the county administration and his colleague lawmakers.
